On December 29, 2016, the city of Kumertau received the status of a priority development territory, which gives investors implementing investment projects in the territory of the Kumertau urban district the right to apply a preferential tax regime.

As of April 01, 2024, 37 residents of the TOP were registered in the federal register of residents of priority development territories who are implementing their investment projects in Kumertau, the total volume of investments for which is more than 4.3 billion rubles, and the number of new jobs is 1950.

The largest implemented project for the city district is the project for the construction of an oil extraction plant in the village of Mayachny. The active phase of this investment project has been completed, 3 stages of the project have been implemented: the construction of an oil press shop, the construction of an extraction shop and a thermal power plant, the construction of an elevator complex. This large–scale project was implemented with the assistance of the Single-Industry Towns Development Fund, thanks to which the construction of the necessary infrastructure was financed - the railway track, the highway were reconstructed, sewage treatment plants were built, a gas pipeline and electric networks were carried out. The total amount of subsidies from the federal and republican budgets for these purposes amounted to more than 300 million rubles.

Currently, the State Development Corporation VEB.RF provides support in the form of co-financing on an irrevocable basis for the construction (reconstruction) of infrastructure facilities of investment projects implemented in single-industry towns. You don't have to be a TOP resident to do this. However, obtaining this status gives the investor additional benefits in the form of tax benefits for the period up to 2028.

In addition to infrastructure support, the State Development Corporation "VEB.The Russian Federation provides financial support for the implementation of investment projects. Up to 80% of the investor's expenses can be financed by obtaining a preferential loan. Loan terms differ favorably - currently, an investor can get a loan from 5 million to 1 billion rubles at 1% per annum (if there is a bank guarantee), and in the amount of 250 million to 1 billion rubles at 5% per annum for other types of collateral. We can say that these are unique financing conditions.

The list of economic activities that residents of the TOP Kumertau can carry out is quite significant, and includes 69 OKVED groups. These are the production of machinery and equipment, metallurgical, chemical production, production of rubber and plastic products, as well as crop production, animal husbandry, warehousing, IT development and information technology activities, pharmaceuticals and others.
